Rhetorical choices and strategies are central to democratic decision-making, especially regarding decisions on matters that are open for argumentation depending on perspective. The thesis considers public meetings on Swedish nuclear waste management as an example of rhetorical argumentation, specifically in relation to the project of finding a place for final deposition of the high-level spent nuclear fuel – with local geological investigation as a critical part of that project. Project managers have met with other organizations such as protest groups, associations of experts and authorities on several occasions, mainly through local and national hearings. The thesis is guided by a research question regarding the most salient challenges to a resilient rhetorical dialogue for nuclear waste management. The concept of rhetorical dialogue is applied in two ways. Firstly to explain the lack of dialogue that is experienced by participants despite arrangements to reach consensus-oriented dialogue in the Habermasian sense. Secondly in a discussion of rhetorical relations that might explain ambiguity in participants’ interpretations of each other. Three meetings are compared: two local meetings at sites of geological investigation (Kynnefjäll 1979 and Kolsjön 1985) and one national meeting held in Stockholm in 2008. Research materials have been collected from the archives of participating organizations and from interviews with participants. Analyses of these materials are combined with a rhetorical analysis of meeting recordings, with a specific focus on question-reply argumentation. One main conclusion is that the principal rhetorical challenges concern the roles of participants in relation to the rhetorical situation, the establishment of rhetorical genre in the format of hearings, and inclusion of relevant perspectives in the early project phase.

This article offers a rhetorical perspective on the Swedish project of nuclear waste management – how inventio has been shaped throughout the project, with focus on alignment of perspectives and adaptation of argument to achieve a solution to an urgent problem – fi nding a location for spent nuclear fuel repository. The study fi nds that the organizations representing the “environmental” perspective have gradually (1970s-2010s) integrated the argumentation of the nuclear industry into their own position. Also the treatment of “environment” as a material ground for argument has changed over the years – from a separated topic for the critics of the repository project, to a commonplace argument, and from a local value to a political notion.

Niniejszy artykuł przyjmuje perspektywę retoryczną w badaniu dyskursu na temat odpadów radioaktywnych w Szwecji. Sprawdza on jak kształtowane jest inventio w publicznej debacie nad lokalizacją depozytu odpadów nuklearnych, ze szczególnym uwzględnieniem procesu adaptacji argumentów i uzgadniania wspólnych pozycji miedzy stroną pro-ekologiczną i stroną instytucjonalną. Badanie wykazuje jak organizacje ekologiczne stopniowo (od lat 1970tych do 2010-tych) zintegrowały swoją argumentację z postulatami przemysłu nuklearnego. Zmieniało się między innymi użycie argumentu ochrony środowiska naturalnego: z kluczowej przesłanki materialnej do formalnego toposu, oraz z wartości lokalnej wspólnoty po konstrukt polityczny.

In international comparison, the Swedish nuclear waste management is considered a good example of how community acceptance is developed concerning high risk industrial projects. (Flynn et al 2005) From a communication perspective, this development of community acceptance has been a rhetorical project to a large extent. Throughout the history of the case, there are many examples of rhetorical situations – where government authorities and the nuclear industry have had the responsibility, and opportunity, to explain the waste management project to residents in a number of locations where repository site investigations have taken place. Conflicts between the industry and local populations occurred during the 1980’ies, related to drillings in order to test bedrock quality. These conflicts can be seen as situations in which the nuclear industry realized that previously functional rhetorical practices of risk communication failed and new practices had to be developed. They faced rhetorical crisis. In accordance with theories on crisis development, these situations were also occasions of opportunity for actors to meet in dialogue.

The way of describing a problem of communication in terms of rhetorical crisis was introduced in 1981 by Thomas B. Farrell and Thomas Goodnight. It has shown to be a possible term to describe the historical situation of nuclear waste management in Sweden. (Mral et al 2011) The rhetorical dimension of risk communication and reason for crisis is related to the aspect of intellectio –a speaker’s preparation for a rhetorical situation. The presentation will focus on a part of a PhD project concerning the background of rhetorical failures in the waste management program of the 1980ies. The material of study is archival documents regarding the government authority (PRAV) that initialized therepository site investigations in the 1970ies, combined with biographies and interviews with people involved in two locations of conflict, Kynnefjäll and Almunge in the first half of the 1980ies.

This paper is a presentation of a work in progress, a part of a PhD project in rhetoric at Örebro University, Sweden. The aim is to understand how deliberation is affected by rhetorical crisis, and how deliberation might reduce the consequences of crisis. The way of describing a conflict in terms of rhetorical crisis was introduced in 1981, by rhetorical scholars Thomas B. Farrell and Thomas Goodnight. It has shown to be a possible term to describe the historical situation of nuclear waste management in Sweden.

Swedish nuclear waste management is considered a good example internationally of how community acceptance is developed concerning high risk industrial projects. But it is also an example of how relations between different actors – such as environmental organisations, scientists, government authorities and the nuclear industry – have developed through what could be called communication breakdowns and breakthroughs. A number of conflicts between the industry and local population occurred during the 1980'ies, in connection with site investigations on different locations. These conflicts can be seen as situations in which previously functional communication practices failed and new practices had to be developed. In accordance with theories on crisis development, these situations were also occasions of possibility for actors to meet in dialogue.

The concept of taming rhetorical crisis could be important for the understanding of the present situation of nuclear waste management in Sweden. To this date, a number of different projects have been initiated by the actors involved in order to handle the issue, which might be better understood in the light of crisis management. Deliberations initiated by the governmental body of the Swedish National Council for Nuclear Waste are in particular focus for this case.
