Abstract [sv]

Kan en gammal industriregion som Bergslagen kan byta inriktning när det gäller näringsliv och arbete, och är det möjligt att vända den negativa befolknings­utvecklingen? Vilka tecken på förnyelse och förändring i Bergslagens orter kan skönjas när det gäller företagande och sysselsättning, befolkningsunderlag och service? Kommer det överhuvudtaget att vara meningsfullt att tala om Bergslagen som sammanhängande region år 2050?

Denna studie inom projektet Brytpunkt Bergslagen bygger på en statistisk analys av ett 30-tal utvalda orter i Bergslagen, varav ett tiotal ingår i Bergslagssatsningen – Kultur och Turism. Vi följer utvecklingen i dessa orter från tidigt 1990-tal fram till år 2008, och avsikten är att senare kunna följa upp utvecklingen när Bergslagssatsningen avslutas omkring 2017.

Studien visar att företa­gandet ökar i betydelse, något som bryter mot tidigare bilder av Bergslagen. Kultur- och turism­näringarna växer i Bergslagsregionen, men de svarar för en liten del av sysselsättningen. Tillgången till olika former av service har förändrats. Antalet livsmedelsbutiker har minskat, liksom förskolor, grundskolor och sjukvårdsenheter. Samtidigt har antalet hotell och restauranger har ökat. Det är frestande att dra slutsatsen ”det går att allt bättre att besöka Bergslagen, men det går inte att stanna kvar”.

Abstract [en]

The article examines new firm formation in the old industrial region (OIR) of Bergslagen in Sweden, and in particular the role of in-migrants. The study is based on longitudinal georeferenced microdata (1993–2008) compiled by Statistics Sweden and providing information on individuals' attachments to the Swedish labour market, as well as workplaces and firms, education, income, and family composition. This specially commissioned database enabled the characterization and analysis of emerging forms of entrepreneurship and self-employment, as well as the socio-economics of the labour market. The longitudinal data allowed the authors to trace actions taken by individuals over time. The results indicate that new firm formation is related to private services, rather than to the traditional manufacturing sector and public services that currently dominate the regional labour market. Self-employed in-migrants are active in other sectors than non-migrants, and show some distinct features in terms of their lower age, better education, and more often non-Nordic background. The study showed that both in-migration and return migration had a positive, significant, and substantial effect on migrants' decision to start a business when a number of other individual characteristics had been controlled for.

The aim of this chapter is to describe the relationshipbetween formal Swedish partner-ships of the European Regional Development Fund and informal gendered networking related to the policy of women’s entrepreneurship. In choosingtwo cases, the counties of Jönköping and Jämtland, we wish to investigate similarities and differences related to the aim of the study. The process surrounding the Structural Fundprojects is an illustration of multi-level governance. The formal institutions support the idea of gen-der-inclusivenetworks. In our empirical data we find that there areseveral different kinds of networks and networking. On the one hand, the relationship between the for-mal, institutionalised partnership and its elite network and women in business seems weak, whilst on the other handbeingstrong amongst male Triple Helix actors. The social dimension of networking seems more important than we had expected; thus local setting and geographical proximity to other agents is vital. This contrasts withthe organisation of the large Structural Fundregions which includes several counties. It also contrasts with“created” networks and arenas in whichpeople with no priorcon-nections are supposed to interact. Our empirical studies indicate that sphere-bridging exists on different levels, sometimes on the target group level and sometimes on the operational level. When writing project applications or running projects, however those networks are embedded in a firm and bureaucratic structure.

Abstract [en]

In this paper we highlight and discuss a Swedish equality paradox in two different spheres: entrepreneurship and politics. We focus on the EU Structural Funds and women entrepreneurs’ access to resources through the European Regional Development Fund (ERDF). Combining human geography and political science, we draw upon network and partnership theory posing questions concerning the room for manoeuvre for women entrepreneurs to gain access to relevant networks, to create new networks in order to establish relations with EU related partnerships, and to gain access to the process of allocating EU structural fund financial resources.
