Abstract [en]

The increased immigration to Sweden has brought about significant challenges in terms of reception and establishment in the labor market. In Sweden the government has a responsibility to draw up guidelines for integration policies. Establishment insertion regulation by the etableringslag (Establishment law), while the rules regarding equality and equal opportunities are described in the diskrimineringslag (Discrimination law).

Swedish employment services have reported that there are fewer women invested in labor market training, preparatory training and work experience in comparison to male employees. A fact of which confirms that significantly fewer women leave the establishment to insert themselves within full-time employment. Our studies’ focus is to examine these factors, to work to describe and clarify the chain of events; from the preparatory work for legislation, legislation to implementation and practical work within current legislation. The methodology for the study has been based on the examination of legal texts, law investigation and interviews with officials involved in the related establishment stakes.

The conclusions stated are that the different effects between men and women of the establishment process are probably due to several factors, both at a systemic and individual level.Official’s implementation of laws concerning equal opportunities and equal treatment are crucial.

Resources are a central issue for officials to be able to implement such factors by law, regarding equality and individualization.
