Abstract [en]

Corruption is a phenomenon that still affects the public sector in Sweden despite earlier reforms in the 19th century and strong economic development. There are several of measures that the public administrations can use to counter corruption, but how effective are these measures and what are the official perception of the measures against corruption.The purpose of this study is to focus on "How to prevent corruption among public servants at the the municipal level" and "How do municipal officals view the precautionary measures against corruption". Increased awareness of this subject increases the public trust and administration effectiveness by highlighting how public administration works against corruption and what can be improved. In order to answer the following questions, the study has collected material from six interviews of senior officials in Örebro municipality and materials have been taken from internal policies and guidelines. The theoretical framework uses the concept of management, anonymity, public guidelines and education. The study shows that education, leadership, anonymity, public guidelines are important tools in the prevention of corruption. The study shows that corruption according to senior officials is primarily linked to bribery and secondarily linked to favouritism. The study alsoconcludes that public guidelines are the primary tools for combating corruption in the municipalities, but there are shortcomings in internal education according to the senior officials.
