Denna studie undersöker samhällsarbetet i den offentliga organisationen med ett utgångsläge i ideal om demokrati och medborgarinflytande. Studiens syfte är att utifrån dessa ideal och en kritik av socialtjänstens fokus på individen och symtomlindrande insatser undersöka och problematisera hur en kommunal organisation beskriver sitt samhällsarbete samt vilka hinder och utmaningar för samhällsarbete som kan identifieras i organisationen. Med en kvalitativ metod präglad av dialog och diskussion har två intervjuer genomförts med två representanter vardera från nämnd och ledning i en kommuns socialförvaltning. Resultaten visar på en vilja hos organisationen att minska det individinriktade arbetet till förmån för mer förebyggande insatser. Informanterna beskriver social planering och organisationsarbete som viktiga vägar att förbättra myndighetens kännedom om behoven i det lokala samhället. Dock visar studien att traditionella arbetssätt, tidsaspekter och brister i kunskap om samhällsinriktade metoder försvårar denna utveckling. Utifrån ett konfliktteoretiskt perspektiv drar studien slutsatserna att det av organisationen beskrivna samhällsinriktade arbetet i stora delar präglas av en konsensussyn och en brukaranpassning av de befintliga verksamheterna. Detta till skillnad från samhällsarbetet som i denna studie ses som ett medel för den offentliga myndigheten att ge strukturella förutsättningar för människor att med egna resurser forma sin tillvaro.

Based on political ideals concerning democracy and citizen participation, this study investigates the community work in the public organization. Based on these ideals, and the criticism of the individualistic focus of the social services policy, the purpose of this study is to examine and problemize how a local social services agency describes its community work. In addition, we discuss what challenges and obstacles may exist in the organization for the development of community work. Using a qualitative method, characterized by dialogue and discussion, two elected and two professional representatives from the management of a local social service agency has been interviewed. The study has shown a desire in the organization to reduce the concentration on individualistic interventions in favour of preventional social work. The informants describe social planning and organizational work as important ways to improve the agency’s knowledge of the needs in the local society. However, traditional working cultures, time aspects and lack of knowledge concerning community-based methods are considered obstacles in this development. From a perspective concerning conflict and consensus, this study concludes that the described desires for development in the organization can be interpreted as biased towards consensus and user orientated adaptation of the already existing activities. This in contrast to the community work, which in this study is considered a means for official agencies to offer structural conditions for people to shape their own existence using their own resources.
