How is an even distribution of power and influence created for women and men within Swedish municipalities? The study analyzed the national gender equality sub-goal; An even distribution of power and influence, it emerges that the goal is broad and unspecified which can create challenges regarding its implementation. Previous research points out that the gender power order continues to exist in Sweden, where men are seen to have more opportunity for power and influence due to the societal norms that are based on the male ideal. Previous research also criticizes the diffuse formulation of the sub-goal, hence an interest was created to investigate further how this sub-goal is received by the municipalities and officials who will implement the sub-goal in practice, where the purpose was also to compare the selected municipalities based on Lundquist’s (1992) analytical framework; understand, know and want. These are the questions on which the study was based on; (1) What efforts are made by the municipalities to achieve the gender equality policy sub-goal of an even distribution of power and influence?, (2) What possible obstacles may exist in the municipalities' work in relation to achieving the gender equality policy sub-goal of an even distribution of power and influence, from an public servant perspective? and (3) What similarities and differences are there between the municipalities with respect to understanding, knowing and wanting?. The study is based on three Swedish medium-sized municipalities with different political majorities, Örebro, Umeå and Helsingborg. The goal was to investigate how these interpret the purpose of the sub-goal and what efforts are made within the municipalities to implement it, this through a qualitative text analysis, document analysis and interviews as a method. The people interviewed in each municipality were officials who had equality as part of their assignment to increase the validity of the study. What emerged from the analysis was that the governing municipal politicians showed different interests in the sub-goal and thus different conditions were created through the resources that were chosen to be prioritized or not prioritized on the work with gender equality. The study further showed that the political interest seems essential for the sub-goal's ability for effective implementation and for organizations within the municipality to adopt the assignment with the sub-goal.
