Abstract [en]

In this chapter, we identify the complex youth sport stakeholder network and stakeholder interests. The chapter provides a brief review of the evolution of the youth sport policy area in England and Norway from the 1960s to the 2020s. The brief review of the evolution of the youth sport policy area produces four major observations. The first is the lack of stability of stakeholder influence. The second observation is the significance of ideology in shaping the context within which youth sport policy is made. The third observation is whether it is accurate to refer to a youth sport policy network rather than a series of policy areas (education, health, youth justice and sport) that make policy decisions that have consequences for youth sport. A fourth observation is the weakness of stakeholders who have a direct interest in youth sport as measured by urgency, power and legitimacy.
