Abstract [en]

This article focuses on social movements as learning sites in Gramscian terms of hegemony and counter-hegemony. The author relates the emancipatorial aspects of the Swedish tradition of liberal adult education, to the early 2000s new (and older) social movements challenging for example neo-liberal and corporate globalization. Hence the article presents a perspective on learning environments and public spheres created within progressive social movements as possible sites of counter-hegemonic activity.

Abstract [sv]

I artikeln analyseras samspelet mellan den globala rättviserörel-sen och det svenska folkbildningsväsendet. Etnografiska fältstudier, dokumentana-lyser och enkätmaterial utgör den empiriska grunden för en fallstudie av interak-tionen mellan ABF och denna nya globala rörelse, med tonvikt på framväxten av lokala sociala forum. Begreppen mothegemonisk mobilisering och kooptering an-vänds för att analysera och diskutera samspelets påverkan på den globala rättviserö-relsens förmåga att utmana den dominerande samhällsordningen. Resultatet visar att samspelet präglas av en påtaglig organisatorisk integrering, förenande politiska teman samt överlappning i form av deltagare som bevistar både äldre folkbildnings-aktiviteter som studiecirklar och de nya sociala forumen. Detta understryker beho-vet av att problematisera föreställningar om konfliktförhållanden mellan »nya» och »gamla» rörelser, liksom denna statiska uppdelning i sig. I analysen framhålls att samverkan mellan ABF och den globala rättviserörelsen, inte främst bör reduceras till en fråga om statlig kooptering av radikala krafter i civilsamhället. Snarare aktualiserar studien behovet av att se konfliktlinjer som skär tvärs igenom staten och civilsamhället.

Abstract [en]

The worldwide emergence of Social Forums (SF), originating from Porto Alegre (Brazil) in 2001, is a key element in the movement for global justice. A growing body of literature on the forums concerns its function as a transnational venue for civil society and a global symbol for resistance against neoliberalism. However, little empirical research is carried out on the local meanings of the widespread SFs. This article reports on a case study on the organizational process of a local forum in a Swedish town. The analysis focuses on intracoalitional interaction among activists from the labor movement, Attac, and a local cultural institution. The importance of considering local framing processes and the often-neglected influence of fashion when studying the emergence of SFs is emphasized. Findings show how the dichotomy the Old versus the New became crucial in the framing process. Framed as a novelty contrasted with “old” socialist values, the SF was rejected by the labor movement activists as just another expression of a contemporary neoliberal trend of depoliticization. Implications for the study of the social forum phenomenon are discussed.
