Denna studie syftar till att undersöka socialsekreterares upplevelser av försvårande omständigheter i organisationen och deras påverkan på bedömningar i barnavårdsutredningar. Studien bygger på ostrukturerade intervjuer med fem socialsekreterare. I intervjuerna framkommer att socialsekreterarna upplever att följande organisatoriska faktorer försvårar deras bedömningar i barnavårdsutredningar: resurser, specialisering, insatsrepertoar och lagstiftning. Med resurser avses tidsbrist, kunskapsbrist och kommunernas begränsade ekonomi. Socialsekreterarna upplever att dessa faktorer exempelvis leder till att vissa klienter inte får den hjälp som socialsekreterarna anser att de är i behov av. Socialtjänstens specialiserade enheter upplevs påverka samarbetet mellan olika enheter och försvårar på så sätt bedömningar i barnavårdsutredningar. Socialsekreterarna i denna studie upplever även den begränsade insatsrepertoaren som en försvårande faktor, då klienterna måste passas in i en insatsmall. Även brist på familjehem upplevs som en svårighet i insatsrepertoaren vilken påverkar bedömningar. Slutligen upplever socialsekreterarna lagstiftning som en försvårande faktor när det gäller bedömningar i barnavårdsutredningar. I studien fördjupas sedan förståelsen av hur dessa faktorer kan påverka bedömningar. Det görs genom en analys utifrån olika organisationsteorier.

This study aims to examine social workers experience of aggravating circumstances in the organization and their impact on the assessments in child protection investigations. The study is based on unstructured interviews with five social workers. The interviews reveal that the social workers experience the following organizational factors affecting the assessments in child protective investigations: resources, specialization, intervention repertoire and legislation. With resources means lack of time, lack of knowledge and limited local economy. The social workers experience for example, that these factors lead to that some clients do not get the help the social workers believe they are in need of. The social services specialized units perceived affect the co-operation between different units and therefor aggravate assessments in child protection investigations. The social workers in this study raised the limited intervention repertoire as an aggravating factor, the clients have to be fitted into an intervention template. Lacks of foster homes are perceived as difficulties in the intervention repertoire, which affect assessments. Finally the social workers experience legislation as an aggravating factor in child protection investigations. Through an analysis based on various organizational theories will the understanding of how these factors can impact assessments deepens in the study.
