Diskuteras administrativ-kontrollerande dokumentation kontra målanpassad-kunskapssökande dokumentation. Begreppet kunskap ställs i relation till verksamhetens och medborgarnas behov. Ett antal teser gällande dokumentation formuleras och diskuteras. Några exempel på mer målanpassad dokumentation ges.
