’Når pengene rår, forsvinner andre verdier i systemet’: Helsearbeideres syn på den norske samhandlingsreformen

How do key personnel un derstand and experience the many public sector reforms? This is at the core of this article, which focuses on the Norwegian Coordination Reform. The article is based on an exploratory indepth study of health care professionals through focus group interviews. Considering the numerous health care re forms in Norway the last decades, as well as previous empirical and theoretical studies of such reforms, we had expected to find reform fatigue and signs of only superficial adaptation to the reform. In the analyzes of group discussions, however, we find little support for a symbolic adaptation to the reform, and informants express a positive basic attitude to the main ideas of the reform, such as better coordination between hospitals and municipalities and strengthening of expertise at the municipal level. An important exception is the attitude toward the financial incentives, where the informants consistently expressed skepticism. The article thoroughly explains this aspect. The study utilizes a qualitative approach and is based on data collected through eight semistructured focus groups and two individual interviews during winter 2011/2012, where a total of 35 in formants participated.
