    Abstract [en]

    This article explores the role of labour mobility as a potential cluster advantage. We review the theoretical arguments as for how and why labour mobility could enhance the dynamism and performance of clusters of similar and related firms. A combination of quantitative and qualitative data from two information and communication technology (ICT) clusters is used to answer two research questions: (1) What is the role of mobility enhancing (or restricting) institutions in clusters? (2) In what ways does labour mobility contribute to knowledge transfer within clusters? The two ICT clusters studied in the article generally seem to have higher levels of mobility, compared to the labour market at large. Although it is regarded as beneficial in theory, most cluster firms try to restrict mobility of workers since they fear the risk and costs of losing staff. Labour mobility is also rarely viewed as a viable way to increase the knowledge bases or contact networks of firms. However, when firms need to recruit the clustered labour markets seem to benefit them by facilitating the use of informal recruitment processes. By way of conclusion it is suggested that cluster firms might be under-investing in mobility and that innovative institutional solutions could help realize clusters’ mobility potential.

    Abstract [en]

    This paper explores whether the concept of counterurbanisation, expanded with an international dimension, offers a valuable framework for understanding recent migration flows from the Netherlands to Sweden. Using a geo-referenced database comprising demographic and socio-economic variables, the post-migration employment status, employment sector and settlement location of Dutch migrants in Central Sweden are analysed. In addition, results from observation, interviews and a survey during emigration fairs are employed to describe the motives for migration from the Netherlands to Central Sweden. We argue that counterurbanisation is not an exhausted research topic, when international political, economic and socio-cultural factors are added to the study.

    Abstract [en]

    What geographical and instiutional conditions are important for initiating and sustaining climate-change mitigation at the local level? Taking this question as a point of departure, we analyze local climate mitigation as a case of multilevel network governance. This is illustrated by the case of two Swedish cities, which are both involved in city networking in favour of climate-change mitigation. Different business structures and other local conditions in significant ways influence both the level of ambition and the climate-policy strategies of the two cities, The sheer size and intensity of the networking activities clearly illustrate the fact that cities are increasingly becoming arenas of globalization, rather than passive victims of global forces, thus confirming the call for a multilevel netork-governance approach in policy and politics as well as in research.

    Abstract [en]

    The aim of this paper is to analyse labour turnover in retailfirms with stores in different city locations. This case study of a Swedish mid-sized city uses comprehensive longitudinal register data on individuals. In a first step, an unconditional descriptive analysis shows that labour turnover in retail is higher in out-of-town locations, compared to more central locations in the city. In a second step, a generalized linear model (GLM) analysis is conducted where labour turnover in downtown and out-of-town locations are compared. Firm internal and industry factors, as well as employee characteristics, and location-specific factors are controlled for. The results indicate that commuting costs and intra-urban location have no statistically significant effect on labour turnover in retail firms. Instead, firm internal factors, such as human resource management, has a major influence on labour turnover rates. The findings indicate that in particular firms with multiple locations may need to pay extra attention to work conditions across stores in different places in a city, in order to avoid diverging levels of labour mobility. This paper complements previous survey-based studies on labour turn-over by using a comprehensive micro-level dataset to analyse revealed rather than stated preferences concerning job-to-job mobility. An elaborated measure of labour turnover is used to analyse differences between shopping areas in different locations within the city. The particular research design used in this papermakes it possible to isolate the effect of intra-organizational conditions by analysing mobility within firms with workplaces in both downtown and out-of-town locations. This is the first comprehensive study of labour turnover and mobility with an intra-urban perspective in the retail sector.

    Abstract [en]

    The 1950s to the mid1970s marks the final phase of urbanization in Sweden and full implementation of the Social democratic welfare state. It’s a period of prosperity in which the industries and their workforce are celebrated and provide models and standards also for other wakes of society and life.

    In the year 1956 cinema going peaked in Sweden! Seven years later the number of cinema tickets sold had cut back by half and continued to dwindle. Is television to be blamed?

    For the rural and industrial region of Bergslagen we will present a cinema location analysis that identifies the venues that persisted with film exhibition 1956-76. The map is layered with data on population density, ownership of television sets, entertainment hubs and transportation routes. An analysis will address the hypothesis (1) that cinema more or less perished in rural areas (2) as a result of the dissemination of television. We seek to complicate the history of rural cinema by exploring social, cultural and geographical relations in the region. The result is an attempt at writing rural industrial history taking leisure as a point of departure, rather than the more established practice of organizing the historical narrative around “work”.

    The Importance of Civic Societies to Swedish Cinema History: Mapping cinema exhibition in the rural and small town region of Bergslagen2019Conference paper (Other academic)
    Abstract [en]

    Fresh empirical work on rural cinema, Catholic cinema, and of film exhibition in non-commercial cinema circuits challenges the idea of a single normative mode of (commercial, metropolitan) cinema exhibition in a purpose-built venue and destabilizes this exhibition mode as a standard point of reference in the history of cinema (Allen 2006, Fuller-Seeley 2008, Aveyard & Moran 2013, Biltereyst & Treveri Gennari 2015, Thissen & Zimmermann 2016). Featuring the rural and industrial region of Bergslagen in Sweden, our research highlights the importance of grass-roots civic society involvement in cinema exhibition in villages and small towns throughout the twentieth century. With a location analysis that traces opening and closing dates of cinemas in the region as well as changes in ownership patterns over the years we unravel the extent of civic society engagement in cinema. Our analysis suggests that civic societies contributed to the high number of cinemas in rural and small town Sweden as well as to the persistence of a surprisingly evenly distributed and decentralized pattern of exhibition up until this day.

    Abstract [en]

    In this chapter labour mobility in the tourism industry in Sweden is investigated. A comprehensive longitudinal database on individuals is used to determine the extent of mobility in different industries, and in the tourism and hospitality sector in particular. Logistic regression is used to determine the effects of different variables (both individual and work-related factors) on the propensity of individuals to change workplace. Mobility is significantly higher in the tourism sector than other sectors, in particular in hotels and restaurants. When controlling for a number of personal and work–life-related factors these differences still remain. The findings are discussed from the perspective of structural and cultural differences between sectors, and the possibility of a “culture of mobility” in tourism and hospitality.

    Skolpersonalens rörlighet på arbetsmarknaden i Örebro kommun och län2020Report (Other academic)
    Abstract [sv]

    Den här rapporten presenterar resultatet av en studie med syftet att undersöka Örebro kommuns skolpersonals agerande på arbetsmarknaden och förskollärares, grundskollärares och rektorers attityder till rörlighet, anställningsvillkor och skolor och förskolor av olika med olika förutsättningar. 

    . Rapporten fokuserar personal inom både förskola och grundskola i Örebro kommun. Två typer av material ligger till grund för studien; dels ett kvantitativt datamaterial och dels kvalitativa intervjuer med lärare, förskollärare och rektorer. Den kvantitativa delen av studien utgår från registerdata som täcker fyra län i Mellansverige: Värmland, Örebro, Västmanland och Dalarnas län. Den kvalitativa delen av studien bygger på intervjuer med 32 individer, förskollärare, lärare och rektorer, från fyra grundskolor och fyra förskolor i Örebro kommun. Både kommunala och fristående skolhuvudmän har ingått i studien. 

    Studien visar att Örebro kommun, i jämförelse med andra kommuner i de fyra länen, inte utmärker sig med vare sig hög eller låg rörlighet inom skolpersonalen. Kommuners geografiska läge har stor betydelse för pendlingsmönstren, men kommunstorlek har ingen entydig eller särskilt stor effekt. För rörlighet mellan skolor har dock storleken betydelse; ju mindre befolkningsmängd i en kommun (och därmed färre skolor), desto lägre sannolikhet att byta till annan skola. Personalsammansättningen varierar däremot relativt mycket mellan kommunerna i Örebro län. När det gäller andelen behöriga lärare i länets kommuner så utmärker sig Örebro kommun inte, däremot har vissa mindre och mer perifera kommuner en väsentligt lägre andel behöriga lärare. Studien visar också att personal rör sig från skolor i utsatta områden i Örebro kommun, till skolor i kommunens centrala delar, och att andelen lärare med lång utbildning är mindre i utsatta områden. 

    De intervjuade rektorerna, för- och grundskollärarna i studien uttrycker över lag att de trivs med sitt yrke och på sin nuvarande arbetsplats vilket stämmer väl med andra studier. Rörligheten på arbetsmarknaden bland svenska rektorer, lärare och förskollärare har ökat men den här studien snarast på en relativt låg rörlighet som följer mönster för rörlighet inom andra branscher. 

    En högre lön är, varken för förskollärare eller grundskollärare, ett starkt motiv för intern rörlighet Intervjuerna visar istället att den mest avgörande faktorn för att byta arbetsplats är brister i arbetsmiljön. Det är alltså vanligare att man byter från en dålig arbetsmiljö än till en arbetsmiljö som man har hört är bra. Den enskilt viktigaste faktorn för att skapa en god arbetsmiljö tycks vara rektors ledarskap. 

    Här presenteras med, fokus på Örebro kommun, några kortfattade resultat av studiens kvantitativa del: 

    Personalrörligheten inom förskola och grundskola avviker inte nämnvärt från andra kommuner av liknande storlek. Kommunen har hög ”självförsörjningsgrad”, dvs. personalen i kommunens skolor och förskolor bor också i kommunen. Många pendlar dock från Örebro till skolor i andra, närliggande kommuner. Rörligheten varierar relativt mycket mellan enskilda förskolor och skolor. En svag, men ändå relativt tydlig, tendens finns att rörligheten ökar något över tid för både för- och grundskolor, framför allt under den senare delen av mätperioden (2014 och 2017). Förskolor med fristående huvudman har en väsentligt större personalomsättning än förskolor med kommunal huvudman. Det finns tydliga skillnader mellan olika delområden i kommunen där personal rör sig ut från ”utsatta” områden till mer centralt belägna arbetsplatser. Det finns en högre rörlighet bland yngre, i lägre inkomstklasser och bland pendlarare och män i förskola. 2 Personal i ledningsfunktion inom grundskolan är mer benägen att byta till andra skolor, men detta gäller inte på samma sätt inom förskolan. Lärare med lång utbildning inom grundskolan är mer benägna att byta till andra skolor, medan det motsatta gäller för dem som byter till jobb utanför skolan. Personal som lämnar förskolan för andra jobb är framför allt de med kort utbildning. Förskolor med kommunal huvudman har en högre andel behöriga lärare än förskolor med 

    fristående huvudmän. Aktiebolagsdrivna grundskolor har den största andelen lärare med lång utbildning. 

    Grundskolor som drivs av övriga organisationer har den lägsta andelen behöriga lärare. Utsatta områden i Örebro kommun har en lägre andel behöriga lärare år 2017, medan skolor i 

    de centrala delarna av kommunen har den högst andelen. Andelen behöriga lärare sjunker något i utsatta och centrala områden mellan 2014 och 2017. 

    Här presenteras resultat av studiens kvalitativa del Rektorerna, för- och grundskollärarna uttrycker över lag att de trivs med sitt yrke och på sin nuvarande arbetsplats Rektors ledarskap (struktur, klimat, stöttning) har stor betydelse för allmän trivsel och god arbetsmiljö Rektors möjlighet till gott ledarskap är avhängig rektors arbetsmiljö och fungerande stödfunktioner samt tydlighet från högsta ledning Rektorerna nämner i högre grad personlig utveckling och karriär som skäl till att byta arbetsplats än vad för- och grundskollärare gör Orsaken till byte av (för)skola är vanligtvis relaterat till brister i arbetsmiljö Högre lön vid byte av (för)skola är inte, varken för förskollärare eller grundskollärare, ett 

    starkt motiv för intern rörlighet men lön kan trigga erfaren personal att byta när yngre, mindre 

    erfaren nyanställd personal kommer in på samma eller högre lön Kompetensutvecklingsmöjligheter kan locka för- och grundskollärare till en arbetsplats men

    Sammanfattningsvis visar studien att Örebro kommuns skolpersonals agerande på arbetsmarknaden inte nämnvärt skiljer sig från kommuner med motsvarande förutsättningar i de närliggande länen. Resultatet av studiens kvantitativa och kvalitativa del visar på en stor samstämmighet. Såväl den externa rörligheten, det vill säga byte till annat yrke, som den interna rörligheten, det vill säga byte av arbetsplats, följer generella mönster på arbetsmarknaden. Det starkaste motivet till att byta arbetsplats är att komma bort från vad man upplever som en dålig arbetsmiljö. Arbetsmiljön påverkas i hög grad av rektors ledarskap. Genom att ge rektorerna stöd och goda förutsättningar att utöva sitt ledarskap så ökar möjligheterna för Örebro kommun att bli en attraktiv arbetsgivare. En satsning på att stärka rektorernas ledarskap ökar möjligheten att både rektorer och personal stannar längre tid på samma arbetsplats, i kommunen och på sikt även locka sökande från andra kommuner och regioner.

    Abstract [en]

    The article examines new firm formation in the old industrial region (OIR) of Bergslagen in Sweden, and in particular the role of in-migrants. The study is based on longitudinal georeferenced microdata (1993–2008) compiled by Statistics Sweden and providing information on individuals' attachments to the Swedish labour market, as well as workplaces and firms, education, income, and family composition. This specially commissioned database enabled the characterization and analysis of emerging forms of entrepreneurship and self-employment, as well as the socio-economics of the labour market. The longitudinal data allowed the authors to trace actions taken by individuals over time. The results indicate that new firm formation is related to private services, rather than to the traditional manufacturing sector and public services that currently dominate the regional labour market. Self-employed in-migrants are active in other sectors than non-migrants, and show some distinct features in terms of their lower age, better education, and more often non-Nordic background. The study showed that both in-migration and return migration had a positive, significant, and substantial effect on migrants' decision to start a business when a number of other individual characteristics had been controlled for.

    Kan en gammal industriregion som Bergslagen kan byta inriktning när det gäller näringsliv och arbete, och är det möjligt att vända den negativa befolknings­utvecklingen? Vilka tecken på förnyelse och förändring i Bergslagens orter kan skönjas när det gäller företagande och sysselsättning, befolkningsunderlag och service? Kommer det överhuvudtaget att vara meningsfullt att tala om Bergslagen som sammanhängande region år 2050?

    Denna studie inom projektet Brytpunkt Bergslagen bygger på en statistisk analys av ett 30-tal utvalda orter i Bergslagen, varav ett tiotal ingår i Bergslagssatsningen – Kultur och Turism. Vi följer utvecklingen i dessa orter från tidigt 1990-tal fram till år 2008, och avsikten är att senare kunna följa upp utvecklingen när Bergslagssatsningen avslutas omkring 2017.

    Studien visar att företa­gandet ökar i betydelse, något som bryter mot tidigare bilder av Bergslagen. Kultur- och turism­näringarna växer i Bergslagsregionen, men de svarar för en liten del av sysselsättningen. Tillgången till olika former av service har förändrats. Antalet livsmedelsbutiker har minskat, liksom förskolor, grundskolor och sjukvårdsenheter. Samtidigt har antalet hotell och restauranger har ökat. Det är frestande att dra slutsatsen ”det går att allt bättre att besöka Bergslagen, men det går inte att stanna kvar”.

    Abstract [en]

    In this short paper we introduce a research project currently underway exploring the industrial development, and accompanying socio-economic changes, in an industrial town in Sweden: Karlskoga. Here we consider specifically the confluence of factors and issues around economic development on the one hand, and population and migration on the other hand. We illustrate, through the Karlskoga case of a town that has experienced profound ups and downs both in its economic trajectory but also in accompanying population and migration trends, the importance of considering these two elements in harmony. We posit that to undertake sustainable economic development in the future, old industrial towns such as Karlskoga need to centre their efforts around quality of life and place attractiveness, and not only think of industrial development in a narrow sense. This is an introductory work relating to a project which is ongoing.

    Abstract [en]

    This article explores a prominent cluster in the Swedish capital Stockholm and its surrounding region: the ICT (information and communications technology) cluster. In particular, the article focuses on the issue of the extent to which labour market and labour mobility are the most likely channels for local and extra-local sources of knowledge and ideas. Thus the article positions itself against a growing literature that focuses on rather diffuse and vague notions that knowledge and innovation reside 'in the air' or in the 'buzz' of urban life. Instead, the underlying hypothesis is that in many sectors and industries such things as a cosmopolitan street life or accidental face-to-face encounters play relatively little part in the flow of experiences, knowledge and innovation. Rather, it is in the workplace that these exchanges and flows are located and it is thus through labour mobility that intracluster exchanges occur. The article tests such ideas in relation to the ICT cluster and the Stockholm region using a uniquely detailed time-series data-set. The data-set used is based on official taxation and civil registration records and contains complete details on everything from education to career changes to income levels for every individual resident in Sweden. The detail of the individual records and the complete nature of the data-set mean that it offers a unique possibility to examine, on a large scale, the micro dynamics of individuals in the labour market and in clusters. The data are used to examine whether there have existed over time higher levels of labour market mobility in clusters as opposed to the rest of the urban economy. The article empirically verifies the idea that labour market mobility is significantly higher in the cluster than in the rest of the urban economy.

    In this paper, we explore contemporary regional development in a historic industrial region. Specifically, we unpack the influences of industrial history and culture, built up over several centuries, on contemporary regional development dynamics and issues. In doing so, we draw on an evolutionary perspective within economic geography and perspectives from deindustrialization studies to understand how the past shapes the present. We combine these with theories of agency to understand how key actors comprehend the industrial heritage of a place, and how this is incorporated into contemporary regional development efforts. We explore this combination of conceptual lenses through an in-depth case study of Karlskoga, in Sweden, one of the country's 'bruksorter' (mill towns) that grew up around the production of iron and steel, leading to it eventually becoming one of the largest arms manufacturing cities in Europe, home of the well-known Bofors company. However, all has not been plain sailing, and Karlskoga has experienced the challenges of de-population, industrial restructuring, and shocks to the sector upon which the town is reliant. By analysing these mixed fortunes we develop new insights into how regional development is intertwined with structural, institutional, and cultural industrial legacies.

    Abstract [en]

    This paper analyses the importance of tourism employment for in-migration to Malung/Sälen and Älvdalen, two rural municipalities hosting two major tourist destinations in the southern Swedish mountains. It uses micro-data from a database that includes, among many other variables, residence and employment information. This work is explorative and uses longitudinal data that permit examining individuals and go beyond simple net employment figures to show that many in-migrants to these municipalities are employed in tourism and constitute part of what is defined as the “creative workforce” in the local labour market. In this sense, tourism employment is found to be a pull factor for in-migration of highly skilled and well-paid people.
