    Abstract [en]

    In this paper we highlight and discuss a Swedish equality paradox in two different spheres: entrepreneurship and politics. We focus on the EU Structural Funds and women entrepreneurs’ access to resources through the European Regional Development Fund (ERDF). Combining human geography and political science, we draw upon network and partnership theory posing questions concerning the room for manoeuvre for women entrepreneurs to gain access to relevant networks, to create new networks in order to establish relations with EU related partnerships, and to gain access to the process of allocating EU structural fund financial resources.

    Abstract [en]

    The aim of my paper is to describe the new Swedish politics of women´s sexual and bodily integrity. Two Governement Bills have december 2006 and 2007 declared how the independent feminist movement of shelters for women who are victims of violence and local and regional authorites shall create networks and partnerships in order to qualify for state, financial support (totally 20 million Euro). Two case-studies have been done 2007 and 2008 to study this process. My theorizing is mainly analytically descriptive and is based on a feminist critique of the concept of governance. Governance is today as a new perspective concerning the role of the State and politics in modern society. In an Us context the concept is often used to describe political leadership. In an European context governance is mostly described as traditional political decision-making and control are regarded as inadequate to handle complex problems. A great number of different partnerships and networks can be identified where the State is one of many players. The “new ideas” of governance put emphasis on an ideal of consensus and deliberative democracy where power is eliminated to the greatest possible extent. However, a feminist perspective on men´s violence and women´s sexual integrity is a very controversial issue in everyday politics. Conflicts are a self-evident element of a democracy, according to Mouffe, who introduces the term agonism (2000). I wish to argue that the ideal of consensus as an organisational principle in networks and partnerships may constitute an obstacle to women acting as an interest group with collectively-based demands in sexual politics. It hinders an open, political discussion on fairness and unfairness or the distribution of resources where women and men as visible parties meet in a dialogue that can also comprise conflict.

    Abstract [sv]

    Kvinnofridspolitik är ett nytt policyområde från 1990-talets mitt där staten och kvinnojoursrörelsen ingått en allians gentemot motsträviga kommuner. 77,5 miljoner kr anslogs 2005 för att förstärka kvinnojourer och arbetet mot mäns våld mot kvinnor. En majoritet av Roks jourer valde att ansöka om statliga medel på egen hand. Medel önskades i första hand för att kunna anställa personal, men även lokaler, utbildning och barnverksamhet var aktuellt. Kommunerna har varit mer passiva än jourerna och det är främst jourer som definierat frågan som politisk. Variationerna i lokala förhållanden är stora liksom länsstyrelsernas handläggning av ansökningar.

    Kvinnofridspolitiken ändrade inriktning när den borgerliga alliansen fattade beslut om att kvinnojourer måste samverka med kommuner för att kunna ansöka om statliga medel. Hälften av Roks jourer var nöjda med denna samverkan medan en tredjedel haft problem. De lokala variationerna var stora där passiva och ointresserade kommuner finns i vissa regionala kluster. Studien baseras på enkät till Roks jourer, intervjuer, observationer och dokumentstudier.

    Abstract [en]

    The aim of this chapter is to describe the relationshipbetween formal Swedish partner-ships of the European Regional Development Fund and informal gendered networking related to the policy of women’s entrepreneurship. In choosingtwo cases, the counties of Jönköping and Jämtland, we wish to investigate similarities and differences related to the aim of the study. The process surrounding the Structural Fundprojects is an illustration of multi-level governance. The formal institutions support the idea of gen-der-inclusivenetworks. In our empirical data we find that there areseveral different kinds of networks and networking. On the one hand, the relationship between the for-mal, institutionalised partnership and its elite network and women in business seems weak, whilst on the other handbeingstrong amongst male Triple Helix actors. The social dimension of networking seems more important than we had expected; thus local setting and geographical proximity to other agents is vital. This contrasts withthe organisation of the large Structural Fundregions which includes several counties. It also contrasts with“created” networks and arenas in whichpeople with no priorcon-nections are supposed to interact. Our empirical studies indicate that sphere-bridging exists on different levels, sometimes on the target group level and sometimes on the operational level. When writing project applications or running projects, however those networks are embedded in a firm and bureaucratic structure.

    Abstract [en]

    The present Swedish regionalization process creates a lack of institutionalisation called the “regional mess” (Stegmann McCallion 2008:587). According to a state investigation, Sweden has a “fragmented growth- and development policy as well as a weak and unclear regional organisation of society” (SOU 2007:10:18). Old and new structures are intertwined and the question emerges if this situation may create a space for women regarding regional development (Hedfeldt & Hedlund 2009). A multi-level governance perspective (Hedlund & Montin 2009) shows how agents on different levels from EU to local municipalities seem to share the same policy regarding gender and regional development: an increase in women entrepreneurs.

    The formal alliance between women from different spheres seems to be weak regarding the EU structural fund partnerships (Hedfeldt & Hedlund 2009). If there are more developed networks on local and regional level remains to be investigated. Are there informal gendered networks on different levels which may create a path to gate-keepers or gate-openers for women to gain access to economic resources aimed for innovation, entrepreneurship and regional development?

    The aim of this paper is to study what kind of gendered networking exists in four different regions regarding the policy objective to increase the share of women in entrepreneurship. Our ambition is to apply a multiscientific approach where network theory from both human geography and political science are combined (Hanson 2000; Bang & Esmark 2009).

    Our data indicate that women entrepreneurs participate in structural funds projects and are involved through networking. On what terms do they participate? And when are they excluded?

    We study the networking between local and regional elected officials, business representatives, entrepreneurs, public servants and CGO’ s, HNGO’s and NGO´s regarding different project for funding to support or strengthen women as entrepreneurs.  The methods used are document studies, a survey to members in structural fund partnerships and interviews.

    Abstract [en]

    In this article, the theory of ‘state feminism’ is applied on the area of regional development policy, supplementing existing research about state–citizen relationships in northern and southern Europe. Based on Swedish data, it is argued that the former alliance between the women's movement and the welfare state has been transformed as a result of new steering methods in regional development policy in a way that is best understood as a paradox. This paradox includes both stronger and weaker relations. The public support to Women Resource Centres (WRCs) in Sweden is used as an example of ‘state feminism’. The ability of the WRCs to affect policy has changed over time, however, due to the adoption of new steering methods based on networks and market-orientation in Swedish regional development policy. The conclusions induce further development of ‘state feminism’ theory, making it more up-to-date with the prevalent interaction between women's movements and European welfare states.

    Abstract [en]

    Segregation and poverty in multi-family housing areas is a challenge facing many European cities creating a new policies for the post-welfare states. Due to privatization, retrenchment of the welfare state and increased immigration Sweden is not exception. City politics with different large scale projects to prevent further stigmatization and bad reputation of a specific housing area has during the last 10-15 years become a national and local policy in Swedish cities and municipalities. Ideas of deliberation and inclusion is common in the govenance of these projects. Immigrant women are mostly described as a target group as they are considered being passive, isolated and lacking the skills and knowledge to behave as the responsible, acitve citizen and consumer of good and sustainable housing. In this paper we present data from a case-study of a Swedish local housing policy being a part of multi-level governace regarding energy efficiancy and refurbishment of public housing. 40 per cent of the families have a background in Asia/Africa. Gender and etnicity play a crucial role when Swedish women in the name of care in socal projects face the immigrant women.

    How is energy conservation defined in a local renewal project of a multifamily housing area with 40 per cent immigrant population? Gender and ethnicity , life style and daily life frame the dis-cource of energy conservation. Governance relates to inclusion in networks and who represents whom? The depolitization of how the good everyday life create a space for technological experts to frame the ideas as if gender, class and etnicity did not exist. Will agents work with the social aspects of the renewal project and the question is if they manage to change the frame to include non-Swedish lifestyles.

    Abstract [en]

    The purpose is to identify and to do a critical examination of psychological statements in verdicts in Swedish municipal courts. The examination included 96 verdicts concerning physical abuse. All together 459 psychological statements were found (average 4,78 per verdict). The vast majority of the psychological statements lacked a foundation based on facts. There was also a lack of critical thinking.
