    The role of Evaluation in Educational Policymaking: a historical approach to the Swedish Case2014Konferensbidrag (Refereegranskat)
    Abstract [en]

    Evaluation is assumed to support democratic governance and promote accountability and policy and program improvement (Boswell 2009; Chelimsky 1995; Hanberger 2006; 2012; Pollitt 2006; Weiss et al. 2005). Thus, from this perspective evaluation is conceived as a governing tool or a governing technique. It could be assumed that different modes of governing require different roles concerning types of evaluations and evaluative knowledge, however empirical investigations is by no means plentiful on this respect and thus needs further studying. Also, evaluation has mostly been regarded as one of many different governing techniques. Lately, however, scholars are raising the issue of systemic evaluation governance (Hansen 2013) which also brings an additional element to it.

    This paper discusses the role of evaluation in a specific policy area; Swedish education policy. Sweden has been criticized by OECD in lacking coherence among the different evaluation parts which also calls for an investigation of why and how the different parts of the evaluative functions have emerged and what demands they responded to, and how evaluation has been designed and governed. The paper will examine the purposes of evaluation in education governance by analyzing public policy documents, governmental investigations and previous research, focusing on the time after the Second World War and the building of a comprehensive school system. Different periods are identified on the basis of different modes of education governance. The paper will discuss the implications of the study results for the literature on evaluation governance.

    Abstract [en]

    As the urgency for green transformation grows, the question of whether finance capital can be harnessed to promote green transformation has been raised. Public pension funds are of particular interest since they are publicly governed, have long-term interest, and are growing in proportion to the global investment capital. However, transformative change demands a reprioritization of fundamental values in terms of trade-offs among economic, environmental, and social ends. This article identifies shifts in value judgments in public pension fund investments and particularly focuses on the institutional constraints by which value (re)priorities are resisted by investigating Swedish public pension funds. While there are signs of environmental embedding of the economy, I also note neutralization of the role and investment strategies of the funds, which has a stabilizing rather than a transformative function. The neutralization constrains deep green transformation, which demands politicization of the role of institutional investors.

    Abstract [en]

    Welfare services are an important channel for building institutional trust. But does it matter if the service is publicly or privately provided? Using SEM on individual data from public and private schools in Sweden, the authors test how the provision mode moderates the effects of positive and negative school experiences on trust in government. The results show that students' perceptions of teacher fairness are dependent on provision mode. Negative experiences are associated with decreased trust in government only in private schools. Positive experiences didn't affect trust. Thus, the use of private providers may provide greater challenges for maintaining institutional trust

    Disasters are a growing internation al con cern that has spurred the de velopme nt of politicalstrate gies and policies from international to local levels. T his paper analyzes how disasters areconstructed as a policy problem within the UN global strategy for disaster risk reducti on.Building on a social constructivist view of policy problems, we analyze how disasters anddisaster risks are being represented throug h the se global polic ies, while we also pay attention towhat this representation excludes and de-emphasizes. We show that the UN strategy is mostlyconcerned w ith adjustin g or adapting societies to hazards, and managing risks, rat her thanaddressin g the social processes that render people vulnerable to those hazards. The pre dominantconcern with technological and managerial solutions eclipses the need f or changes in the socia lstructures that create disaster risks. We argue t hat the understanding of disasters represented inthe UN strategy support s an emerging holistic paradigm. However, we also argue that the holismit represents is limited rather than radical. By making visible what is excluded or not properlyproblemat ized in this represent ation, we point to t he complexity of t he task and show where itslimitations lie.

    Welfare service experiences are known to shape citizens' trust in public institutions and their sup-port of the welfare state. But, there is poor understanding of how this relationship is shaped in systems of mixed provision, that is, welfare states that use public in-house as well as contracted private providers for publically funded services. Drawing on the notion of system trust this article provides a theoretical account of how mixed-provision welfare systems condition the relationship between service experience and trust, affecting the legitimacy of the state. Utilizing a random-ized vignette experiment with participants in a general citizen survey in Sweden, we investigate whether it matters for the formation of institutional trust if the welfare service is provided by a public or third-party private provider. The main result show that the spillover of trust from positive service experiences with the provider to trust in public institutions is higher in cases of public ser-vice provision. Thus, the possibility of using welfare services to build trust in the welfare system seems to be greater when public provision is used.

    Trust is a crucial asset for any society, and the quest to generate and uphold trust is as crucial as ever. Several contemporary societal developments are proposed as being particularly challenging for upholding and restoring the levels of trust in society, including increasing ethnic diversity, rising inequality and the related geographical segregation. It has been convincingly argued that democratic institutions may generate trust by neutralizing some of these effects. This article explores how the mechanisms of trust differ in segregated, disadvantaged neighbourhoods as opposed to the surrounding general society. The empirical material consists of individual-level data from a segregated neighbourhood (Vivalla) in a medium-sized city in Sweden (Örebro), with a random sample from the population of the city (the Vivalla area excluded) as the comparison reference point, representing the general society. In the article we introduce perceived safety as an important mediator between trust in legal and government institutions and generalized trust, through which the differing mechanisms become evident. In the disadvantaged neighbourhood, we show that trust in government institutions has the function of primarily decreasing crime-related insecurity, which in its turn affects generalized trust. Thus, the relationship is indirect. In the city population, the effect instead goes directly from trust in government institutions to generalized trust. The results suggest that the potentials of different means to build and restore trust are dependent on local context.

    Abstract [en]

    The main achievements of the debates on deliberative democracy and democratised science are investigated in order to analyse the reasons, meanings and prospects for a democratisation of global environmental policy. A deliberative systems approach, which emphasises the need to explore how processes in societal spheres interact to shape the deliberative qualities of the system as a whole, is adopted. Although science plays a key role in this, its potential to enhance deliberative capacity has hardly been addressed in deliberative theories. The democratisation of science has potential to contribute to the democratisation of global environmental policy, in that it also shapes the potential of deliberative arrangements in the policy sphere. Deliberative arrangements within the policy sphere may stimulate the democratisation of science to different degrees.

    Greening public organizations demands the acknowledgment and reconciliation of tensions and conflicts between core values. This is a challenge that public pension funds have come to face as the call for sustainability has reached the finance sector. Building on the value pluralism debate and institutional theory this article provides a theoretical elaboration of strategies for managing value conflict in public organizations, discussing how value conflict management may promote or inhibit institutional change. The empirical analysis explores how sustainability-related value conflicts are managed within Swedish public pension funds. Political goals and ideals of sustainable finance are pushing funds to promote sustainability through their investments, thus, to consider and promote further values than financial return. Previous research has mainly focused on the financial profitability of sustainability concerns. This study shows that economic value calculation remains the dominant approach within funds, downplaying any conflict between environmental and financial goals. However, to maintain institutional legitimacy under increasing external pressure, the funds have implemented complementary strategies, such as organizational separation of value-related tasks, and different principles for prioritizing value-based actions. The funds thereby avoid ethical reasoning which they fear would lead to subjectivity. In conclusion, the implications for organizational change are discussed.

    This study aims to describe President Donald J. Trump’s emergency communication onTwitter in relation to two cases of emergency: The Corona pandemic and the alleged voterfraud in the presidential election of 2020. By applying two different sets of theoreticalperspectives, one ideological and one rationalistic, to the president’s emergencycommunication, the study also aims to find ways to understand what kind of motivation laysbehind the president’s communication. The studies research questions are as follows: 1. Howdoes President Trump communicate on Twitter in relation to the two cases of emergency? 2.How can Trump’s emergency communication be understood from an ideological perspective?3. How can Trump’s emergency communication be understood from a rationalisticperspective?The study is based on an abductive approach but grounded in Rubenstein’s (2015) definitionof the emergency claim and emergency politics. A qualitative content analysis was applied tothe president’s Twitter communication in relation to the two cases of emergency. 10% of thetweets that related to four search terms (covid, coronavirus, voter fraud and election) wasanalyzed to search for patterns of meaning in relationship to the two theoretical perspectives.The study finds that President Trump’s emergency communication can be described asvarying between the cases but ultimately be seen as a consequence of the president’s relationto the emergency. By applying the two theoretical perspectives on the two cases the study alsofinds that the best way to understand President Trump’s emergency communication is asmotivated by rationalism but grounded in arguments that refer to the American version of theconservative ideology.

    Since good-looking politicians win more votes, a beauty advantage for politicians on the left or on the right is bound to have political consequences. We show that politicians on the right look more beautiful in Europe, the United States and Australia. Our explanation is that beautiful people earn more, which makes them less inclined to support redistribution. Our model of within-party competition predicts that voters use beauty as a cue for conservatism when they do not know much about candidates and that politicians on the right benefit more from beauty in low-information elections. Evidence from real and experimental elections confirms both predictions.

    The market-inspired reforms of New Public Management have been particularly pronounced in Swedish local government. Notably, municipally owned enterprises (MOEs) have rapidly grown in numbers. Principal-agent theory gives rise to the hypothesis that the massive introduction of MOEs has impacted negatively on the conditions for accountability in Swedish local government. To study this, social network analysis was employed in mapping networks for 223 MOEs in 11 strategically chosen municipalities, covering a total of 732 politicians. The analysis reveals substantial overlaps between principals (representatives of the ultimate stakeholders, citizens) and agents (the boards of the MOEs). Hence, corporatization of public services seems to imply worrisome entanglements between the politicians who are set to steer, govern, and oversee MOEs on the one hand, and the board members of MOEs on the other. The increasing numbers of MOEs may therefore have adverse effects on accountability in important and growing parts of Swedish local government.

    Title:Political governance for increased digital inclusion.

    Subtitle: Aspects of "governance" and "government".

    While digital inclusion is a hot topic in both academia and in policy circles, little research is done when it comes to governance issues. To help filling this gap, this essay asks which mode of governance is dominant in the field of digital inclusion. What aspects of governance "governance" or "government" is the dominant in the field of digital inclusion, and is it possible to see any difference in how the state governance is described by the government and perceived by other actors? To answer this overarching question, two sub queries are formulated and analyzed. First, what aspect of "governance" or "government" dominate when state governance of the area are examined based on how the government describes it? Second, what aspect of "governance" or "government” dominate when state governance are studied based on how the perceived by other actors and stakeholders active in the field. The government’s policy document "IT i människans tjänst - en digital agenda för Sverige" as well as a series of interviews are analyzed with help of ideal typical descriptions of governance and government. The delimitation of the relevant documents would be natural since it is the latest document in the field and a comprehensive approach is presented. Equally natural is not the selection of actors, but these are either prominent in the area or outside to a large extent. The results show that governance is dominant both in the official policy documents and statements, and in stakeholders perceptions of the field. However, there are interesting differences between the government and stakeholder views. Judging by the stakeholders views, authoritative and hierarchical processes within the state are more prominent than official statements might suggest. Possibility of further research is to study the EU's policy or regional digital agendas.

    Abstract [en]

    This chapter begins with a macro-level analysis of post-Cold War attitudes to European Community integration within the CEE countries, and examines the extent to which these attitudes reflect differences in character and pace of progress towards democratization. It then turns to micro-level analysis of public opinion survey data for answers to three issues: the state of CEE public opinion about European integration in general and about EC membership in particular; the identity of groups favouring or opposing EC membership; the extent of nationalism and xenophobia in the CEE countries, and their likely impact on support for EC integration.

    Abstract [en]

    The Stalinist and neo-Stalinist system of government was imposed on Eastern Europe by the leading member of the Soviet bloc. It was a centralized and authoritarian system that was capable of transformation only within boundaries defined by the ruling communist parties. The revolution of 1989-90 was a byproduct of a permanent legitimacy crisis in Eastern Europe compounded by a series of serious political and economic mistakes. In the aftermath of the anti-communist revolution, a new process of evolution away from the Stalinist system has been entered upon, in which the party systems of Eastern Europe have undergone profound change, as new cleavages have appeared and old cleavages have reasserted themselves.
