    Abstract [en]

    This chapter analyses the effects of introducing ICT as a support for the social record in elderly care. The effects of the electronic social record are assessed by analysing the different values the electronic social record supports. These values are discussed in terms of ‘value areas’ (values related to administration, integration, professional, and care) which is a categorization of anticipated and experienced effects of using ICT in elderly care. This is a case study where the analysis is a comparison of the social record before and after the introduction of ICT as a support for using the social record. Furthermore, the study also assesses how valuable it is to use ‘value areas’ as an analytical tool when evaluating the effects of ICT.

    Abstract [en]

    Electronic Government (eGovernment) has attracted considerable investment over many years but there is little agreement on how to measure success. This is problematic as eGovernment has ambitions beyond project success – in particular in developing countries it is expected to yield development. There is also both an academic and a practitioner debate on eGovernment assessment in which social and political values are included, meaning an external perspective is beginning to take root. This paper reports a literature study of ICT4D (Information and communications technologies for development) journals, where the focus on development should be the greatest. Our study investigates to what degree case study research on eGovernment and ICT4D focuses on ICT’s role for development in developing countries or regions. This means that we examine to what degree evaluations of ICT4D-projects focus development assessment. We find that while a majority of the papers include social factors only a few take an external, i.e. development, perspective. It seems that instead of focusing research on the critical factors in developing countries today, on which we need new knowledge, the majority of the research is repeating studies done in the industrialized world in the past twenty years to which we cannot expect to find neither the solution to the problems in the developing world nor radically new findings to enrich the body of research already existing. This said, the few papers that did have a development focus introduced challenging issues, research on which holds promises of relevance to target countries as well as improving the knowledge base of IS research.

    Abstract [en]

    It is widely acknowledged that requirements change during systems development projects. The reasons are usually explained by changes in lower-level goals, while high-level goals are expected to be stable. In this paper we analyse, and compare, how two electronic government projects use goals as a basis for procuring new Information Technology systems. The high-level goals of these projects have evolved differently, where high-level goals changed in one project, but remained stable in the second project. This can be explained by the fact that the two cases have interpreted the concept of high-level goals differently. We believe that goal-stability increases when values are related to high-level goals during goal-oriented requirements engineering. This illustrates the importance of taking political values into consideration when defining the high-level goals for electronic government projects.

    Abstract [en]

    A business’s information is one of its most important assets, making the protection of information a strategic issue. In this paper, we investigate the tension between information security policies and information security practice through longitudinal case studies at two health care facilities. The management of information security is traditionally informed by a control-based compliance model, which assumes that human behavior needs to be controlled and regulated. We propose a different theoretical model: the value-based compliance model, assuming that multiple forms of rationality are employed in organizational actions at one time, causing potential value conflicts. This has strong strategic implications for the management of information security. We believe health care situations can be better managed using the assumptions of a value-based compliance model.

    Perspektiv på offentlig verksamhet i utveckling - Tolv kapitel om demokrati, styrning och effektivitet samlar texter från doktorander och forskare knutna till Forskarskolan Offentlig verksamhet i utveckling (FOVU) vid Örebro Universitet. Antologin erbjuder en mångdisciplinär och omfångsrik behandling av en rad viktiga utmaningar för dagens offentlig verksamhet. I boken behandlas ämnen som korruption, jämställdhet, trygghet, medborgardialog, sjukskrivning och högerextremism. Målsättningen med boken är att skapa en bro mellan inomvetenskapliga debatter, offentlig praktik och politik. Här erbjuds kortare texter som på ett överskådligt sätt angriper praktikrelevanta ämnen utan att göra avkall på den vetenskapliga kvaliteten. Vissa texter erbjuder forskningsöversikter och reder ut oklarheter i teoretiska debatter, medan andra presenterar resultat av empirisk forskning.

    Abstract [en]

    A large problem lies in that essential information is not available to the entire public on the web today. Information is progressively spread through the Internet and through that amongst all a democratic problem occurs. The lack of accessibility is therefore a growing issue and something that has been addressed from governing parts of society. Public websites in Sweden are meant to follow the guidelines from W3C, presented under the name WCAG, and specified in the Swedish version ”Vägledningen för 24-timmarswebben”.

    Our paper shows that in spite of those documents not even public websites does comply very well with these guidelines. We investigated the relations between knowledge of, motivation to and compliance of WCAG, by interviewing web developers. We have discovered that the knowledge and motivation amongst web developers is varied and that problems can arise even when the levels of both knowledge and motivation is high.

    De flesta av Sveriges kommuner har sedan länge sökt samverkan med närliggande kommuner för att uppnå kostnadsbesparingar och effektivisering. Ett av de områden som kommunerna söker samverkan kring är IT. Genom ett gemensamt förvaltningsnät, delad Internetuppkoppling och samkörning av informationssystem finns en förhoppning om att uppnå effektivisering och kostnadsbesparingar.

    Vi har i denna uppsats genomfört vad som kan liknas vid två fallstudier. De två fallen består av två kommunkluster. Det första kommunklustret består av tre kommuner; Köping, Kungsör och Arboga. Det andra kommunklustret består av fyra kommuner; Nora, Hällefors, Lindesberg och Ljusnarsberg. Vi har genomfört sju intervjuer med IT-chefer och IT-samordnare vid de kommuner som ingår i de studerade kommunklustren. Syftet med studien har varit att belysa vilka problem som kan hämma IT-samverkan mellan kommuner samt vilka positiva effekter IT-samverkan kan medföra.

    IT-samverkan i de två klustren består av ett gemensamt förvaltningsnät. Genom det gemensamma förvaltningsnätet samkör man ett antal verksamhetssystem. Genom att kommunerna delar på system har man uppnått en ökad kompetens och specialisering på respektive system. Eftersom man delar system effektiviseras driften av dem då man enbart behöver en server för varje system. Det här har även underlättat supporten.

    De problem och upphov till problem som vi identifierat är; bristande mål och direktiv, skilda referensramar, arbetsbelastning, prestige och revirtänkande, skilda grundplattformar samt motsträvigheter från leverantörer.

    De positiva effekter som vi identifierat är; kostnadsbesparingar, gemensam expertis, ökad kompetens, rationaliserad drift och att man kan genomföra upphandlingar gemensamt.

    Abstract [en]

    This paper describes the development of an open source Learning Object Repository (LOR), named eNOSHA (eLearning Neutral Object Storage with a Holistic Approach.), at University of Colombo School of Computing (UCSC), Sri Lanka. The e-Learning Centre (eLC) at UCSC has been developing learning content for a nationwide e-Learning Bachelor of Information Technology degree (eBIT) and a preparatory programme for the eBIT program (The Foundation in Information Technology, FIT). Since eBIT started in 2002, a lot of learning content has been developed in-house and there was a need for a repository to support storing and reusing of learning content. The aim of the paper is to present the development of eNOSHA in regards to three key concepts, flexibility, reusability and user-friendliness. Based on a requirement analysis carried out in December 2008, a plan was drafted for the development and implementation of the system. A participatory approach was used where users have been involved in the design, evaluation and implementation. Based on the testing of the system we gained a positive response regarding the searchability and reuse of content. Tests have, however, shown that additional features are needed to be implemented to improve the usability of the system, Even though the system has been developed based on the needs of UCSC, one of the objectives has always been to make it context independent. Internal tests conclude that the system is flexible enough to work in different contexts but the design may need some minor changes once tested in other organizations or cultures.

    Abstract [en]

    The increased interest for user participation in development of public electronic services (public e-services for short) is expected to bring similar value as it has done in other systems development projects. Existing research, however, has shown that introducing user participation to public e-service development is associated with a number of challenges. We have in this paper explored the challenges a) getting users to participate, and b) lacking adequate skills, in the context of three user participation schools. Our interview results show that citizens in general are interested to participate in public e-service development, and favour user participation schools with a high degree of active participation.Moreover, citizens’ ability to participate is high with respect to ICT-knowledge. However, their knowledge of laws, regulations and business processes related to public authorities in general is low, thus limiting citizens’ ability to participate.

    New technology means new ways of both developing, providing and consuming services. In the strive for government organizations to build and maintain relationships with its citizens, e-presence is highly important. E-services are one way to go, and it has been argued that user participation is an important part of developing said services. In this paper we analyze a selection of user participation approaches from a goal perspective to see how they fit in an e-government service development context., In doing so, we identify four challenges that need to be addressed when including users in the development: 1) Identifying the user target segment, 2) Identifying the individual user within each segment, 3) Getting users to participate, and 4) Lacking adequate skills

    Abstract [en]

    Usability evaluations are essential to the success of health information system implementation, but are often costly and dependent on right expertise being available. Heuristic Evaluation (HE) is considered a straightforward method consisting of clear stages. Involving clinicians in HE may facilitate usability evaluations in healthcare, yet there are challenges. Many questions remain unanswered regarding how to implement user involvement in HE; where and how could clinicians best be involved in this process? To what level of autonomy and with what added benefit? In this workshop, we will explore experiences of involving clinical users in HE, discuss challenges and best practice.

    Abstract [en]

    In Sweden, and internationally, there is a movement towards increased transparency in healthcare including giving patients online access to their electronic health records (EHR). The purpose of this paper is to analyze the Swedish patient accessible EHR (PAEHR) service using a socio-technical framework, to increase the understanding of factors that influence the design, implementation, adoption and use of the service. Using the Sitting and Singh socio-technical framework as a basis for analyzing the Swedish PAEHR system and its context indicated that there are many stakeholders engaged in these types of services, with different driving forces and incentives that may influence the adoption and usefulness of PAEHR services. The analysis was useful in highlighting important areas that need to be further explored in evaluations of PAEHR services, and can act as a guide when planning evaluations of any PAEHR service.

    Abstract [en]

    The development of information and communication technology (ICT) for citizen-centered care requires insight into concrete problems in care processes as well as an understanding of the goals and values that should guide these. In this retrospective study we return to results from two research projects focusing on the needs of senior citizens and stroke patients. We describe the intersections between health care services, social care services and private services, and analyze these with focus on the needs of independence, continuity and participation. The current state of ICT in relation to the identified needs is also addressed. In conclusion, an increasing number of solutions are available to support senior citizens in different parts of their lives, yet they remain isolated and have limited impact. In order to harness value for senior citizens, it is imperative to continue with multidisciplinary research focusing on socio-technical aspects; addressing technological, organizational, legal and business-related aspects.

    Abstract [en]

    Introduction: The coexistence of different information systems that are unable to communicate is a persistent problem in healthcare and in integrated home care in particular.

    Theory and methods: Physically federated integration is used for design of the underlying technical architecture to implement a mobile virtual health record for integrated home care. A user centered system development approach is followed during design and development of the system.

    Results: A technical platform based on a service-oriented approach where database functionality and services are separated has been developed. This guarantees flexibility with regard to changed functional demands and allows third party systems to interact with the platform in a standardized way. A physically federated integration enables point-of-care documentation, integrated presentation of information from different feeder systems, and offline access to data on handheld devices. Feeder systems deliver information in XML-files that are mapped against an ideal XML schema, published as an interface for integration with the information broker, and inserted into the mediator database.

    Conclusions: A seamless flow of information between both different care professionals involved in integrated home care and patients and relatives is provided through mobile information access and interaction with different feeder systems using the virtual health record.

    This paper describes and analyses the political discourse regarding e-government (including terms earlier used) in Sweden in the period  rom the 1960s until today, drawing on a review of policy documents. It is found that even though both the meanings ascribed to computers, the political visions, and the main arguments have changed considerably over time, the major plans for action have always remained the same. While goals related to democracy, increased service level, and decentralisation have at different times been at the focus of the debate, increased internal efficiency has always been the target for actions.

    This thesis is framed within the research area of Information and Communication Technologies for Development (ICT4D), which is concerned with how ICT can make a difference to the lives of the poor. This study focuses primarily on mobile phones and how they can be used as part of an Agriculture Market Information Service (AMIS) in order to provide crucial information to farmers in Bangladesh. AMIS principally collect, manage and disseminate agricultural market prices and related information through various processes and media. These services are mainly used by farmers. The research question of how mobile phone-based AMIS can be designed and deployed in order to improve opportunities for farmers in Bangladesh is investigated through a design science research approach in four steps; understanding the scope and challenges related to AMIS in least developed countries; diagnosing the situational realities of farmers of Bangladesh; understanding the process of adopting mobile phones and investigating market information practices and preferences in a rural context; and finally designing and implementing a mobile phone based AMIS and evaluating the efficiency and effectiveness of it for the farmers of Bangladesh. In this thesis, development is viewed in terms of bringing about an in-crease in farmers’ capability set directed towards the utilization of resources for the purpose of production and trade. Information and knowledge are important drivers of development and poverty reduction: ICT can create new opportunities to expand the availability, exchange, and impact of information and knowledge. This thesis contributes to ICT4D research and practice through empirical findings, the design of an AMIS, test results, and the development of analytical tools. Its major contributions include an increased understanding of farmers’ attitudes and preferences towards the use of technology in general, and mobile phones in particular, and a broader understanding of ICT for human development in the context of poor rural regions.

    Rural growth is seen as an engine to drive the economy ofdeveloping countries and the use of Agriculture Market Information Services(AMIS) is believed to enable this growth. This paper is based on a literaturestudy and investigates the spread and use of AMIS in the least developedcountries (n=49) in terms of users, management, funding, infrastructure, anddata. We investigate success as well as failure aspects, and discuss the role ofnew technologies. Findings show that while new technologies can improvedissemination of information, collecting data economically and meeting highquality requirements remains major challenges. The study contributes byproviding a comprehensive view of the challenges of AMIS in developingcountries and an AMIS project evaluation matrix (IS-PEM) based on thefindings, which together contribute to improving the design of future projects.

    This paper assesses an e-government project in Bangladesh using design-reality gap analysis and stakeholder theory. The project under study is anAgricultural Market Information System intended to provide timely and accuratemarket information to farmers, wholesalers, and retailers, for the purpose ofmaking actors more informed and markets more effective. The research questionsare; why did the system fail, and what, if anything, can be done toimprove it. The analysis shows deficiencies in both adaptation to stakeholderpreferences, needs and capabilities, as well as in project resources such as staffsupply and qualifications. Yet the project has been technically up-to-date andhas over time exhibited some learning as failures have resulted in adaptation tonew findings. This research suggests use of mobile technologies in combinationwith call centres and locally available human resources as the most importantfactors for success.

    Making farmers in developing countries more informed about market opportunities is generally considered an important step toward development of the agricultural sector and increasing individual farmers' income. Mobile phones are a useful technology for delivering such information, but are farmers ready? According to Sen [Development as freedom. In J. Ezer (Ed.), Gandhi's third assassination: Information and communication technology education in India (pp. 201-212)], human capability is the basic driver for development. This paper investigates, by means of a survey (n  =  420) to farmers in rural Bangladesh, what factors affect mobile phone ownership and use and what professional information is asked for. We find that access is very high, to a large extent through community use. Neither education nor income is a determining factor, but “modernity” - being young and/or having children - is. Even the very poor have access. Attitudes are very positive not just to the phones, but also to using them for professional information services. Hence, human capacity for development is there, as is technology. What is still lacking is the useful services adapted to the rural usage patterns and social context.

    The farmers' community in Bangladesh is one of the most deprived ones in terms of economy and access to social facilities. An agricultural market information service (AMIS) can be one of the important tools for reducing such social inequality by integrating the farmers with their markets more efficiently. Following the failure of a web-based AMIS initiated by the Government of Bangladesh and considering the wide availability of cellular networks, a mobile phone based AMIS was implemented on a pilot basis in some remote villages in Bangladesh. This paper evaluates the efficiency and effectiveness of this mobile service in terms of users, technology, process and facilitating conditions in a rural context. In general this is an interpretive case study as well as an evaluation research which is based on two small scale surveys and observations. Based on a literature review, a conceptual model is also applied for a systematic evaluation. Findings show that effectiveness of a rural e-service depends on the design and delivery of the service in accordance with the individual's information needs, adaptive technologies with easy accessibility within a given infrastructure, affordable services with a rational business model, adequate awareness and efficient communication with the respective community.

    Abstract [en]

    This paper addresses the issues relating to evaluating a mobile phone-based agricultural market information service designed for farmers in Bangladesh. The paper is grounded on a mixed methods research approach and case study supported by surveys and participant observations. The findings show and confirm that addressing the need assessment and ‘perceived ease of use’ adequately, upholding management efficiency, adopting innovative strategies for sustainability, getting the involvement of local stakeholders, deploying appropriate technology to make the service fully accessible by targeted end-users, and processing and disseminating qualitative, and useful content are the major aspects of a good service. The lessons learned from the case study can be of special interest for academicians as well as for practitioners who are particularly concerned with the use of mobile technologies for rural development in emerging economies.

    Why did Bangladesh number one in the current e-government ranking among the least developed countries (LDCs), while stood 23rd in knowledge management ranking? Efficient ways of sharing and managing knowledge is imperative for the effectiveness of e-government initiatives in any country. E-government and knowledge management should not appear individually. This paper is based on an interpretative research approach that discusses the theoretical and practical aspects of knowledge management and e-government initiatives in the context of developing countries. For the purpose of analysis, online research papers and reports were investigated and Bangladesh was considered as a country for explaining the context of developing countries. The case for Bangladesh shows that while the government can easily present online a number of its services, these may not be effective for the targeted users as those services are failed to address some critical implementation factors. Furthermore, the critical factors for e-government imitative that can be known by the policy makers adequately if they are participated in the knowledge sharing process efficiently with appropriate approaches and technologies.

This paper evaluates the efficiency and effectiveness of this mobile service in terms of users, technology, process and facilitating conditions in a rural context. In general this is an interpretive case study as well as an evaluation research which is based on two small scale surveys and observations. Based on a literature review, a conceptual model is also applied for a systematic evaluation. Findings show that effectiveness of a rural e-service depends on the design and delivery of the service in accordance with the individual's information needs, adaptive technologies with easy accessibility within a given infrastructure, affordable services with a rational business model, adequate awareness and efficient communication with the respective community.

    Making farmers in developing countries more informed about market opportunities is generally considered an important step toward development of the agricultural sector and increasing individual farmers' income. Mobile phones are a useful technology for delivering such information, but are farmers ready? According to Sen [Development as freedom. In J. Ezer (Ed.), Gandhi's third assassination: Information and communication technology education in India (pp. 201-212)], human capability is the basic driver for development. This paper investigates, by means of a survey (n  =  420) to farmers in rural Bangladesh, what factors affect mobile phone ownership and use and what professional information is asked for. We find that access is very high, to a large extent through community use. Neither education nor income is a determining factor, but “modernity” - being young and/or having children - is. Even the very poor have access. Attitudes are very positive not just to the phones, but also to using them for professional information services. Hence, human capacity for development is there, as is technology. What is still lacking is the useful services adapted to the rural usage patterns and social context.

    Turning Bangladesh, one of the world’s least developed countries, into a digitally developed nation by 2021 was one of the main electoral pledges of the present government. This vision, widely known as ‘Digital Bangladesh’, has contributed to a decisive victory for the alliance of ruling parties by securing absolute majority in the parliament. This paper investigates how this vision has been stewarded by measuring the level of commitment of the present government. In order to do so, a qualitative formative evaluation research approach has been followed, using Peña-López’s digital component access model, the National ICT Policy-2009 (NIP) and the national budgets of Bangladesh for the 2009-2010 and 2010-2011 fiscal years. The main finding is that the Government’s commitment for initiating widespread digital development is so far not comprehensive and not consistent with the approved policies. There is also evidence of poor progress toward materializing a digital Bangladesh.
