    Abstract [en]

    Purpose: The aim of the article is to examine civic education in Sweden with regard to equality, by comparing curricula and textbooks for social studies in different tracks in upper-secondary school.

    Method: The study is based on qualitative text analysis, with quantitative features. The analysis maps themes covered, the extent and depth of thematic coverage, and amount of emphasis on conceptual understanding and analytical training.

    Findings: The results point to some similarities between the tracks; limited attention is given to democratic values and civic engagement, apart from voting. Clear differences are found in amount of information and complexity. The most basic textbooks target the vocational track, while (some of) the textbooks for the academic track have an elaborated focus on complex conceptual understanding and analytical training.

    Practical implications: The findings indicate different expectations in civic education. Vocational students receive more limited opportunities to develop civic abilities, which might negatively affect the exercise of citizenship and increase political inequality.

    Abstract [en]

    This article highlights ordinary young citizens’ understanding of democracy. In a system based on rule of the people, it is surprising how little attention scholars have paid to common-sense views of democracy. The article is based on focusgroup interviews with young Swedes. Their views of democracy are analyzed in the context of democratic theory. The results show that there is massive support among the youths for the democratic idea, that they see elite democracy as as self-evident form of democracy and that they consider democracy to be a problematic good, emphasizing their doubts about human capacity, limited ruling opportunities and problems around inequality and risky principles. References to research on Swedish education show that the conceptualizations in several respects reflect how democracy and citizenship are framed in Swedish schools. It is suggested that the results of the study can influence both the form and contentof civic education.

    Abstract [en]

    The first generation of students who started school after the large Swedish educationalreforms of decentralization and marketization in the 1990s is now enteringthe university. They have grown up in an individualized society, with a publicsector permeated by new public management ideals. The purpose of this articleis to discuss students' attitudes and approaches to studies, in the light of thesesocio-political changes, and to reflect on challenges and possibilities for teachingin higher education. With an empirical material consisting of correspondence withstudents and comments in course evaluations, we give examples of attitudes andbehaviours that can be understood as expressions of a rather demanding individualisticcustomer approach to education. We conclude by arguing that our teachingpractice must take these partly new circumstances into account. If we want tobecome better teachers, we must understand our students.

    The main achievements of the debates on deliberative democracy and democratised science are investigated in order to analyse the reasons, meanings and prospects for a democratisation of global environmental policy. A deliberative systems approach, which emphasises the need to explore how processes in societal spheres interact to shape the deliberative qualities of the system as a whole, is adopted. Although science plays a key role in this, its potential to enhance deliberative capacity has hardly been addressed in deliberative theories. The democratisation of science has potential to contribute to the democratisation of global environmental policy, in that it also shapes the potential of deliberative arrangements in the policy sphere. Deliberative arrangements within the policy sphere may stimulate the democratisation of science to different degrees.

    Title:Political governance for increased digital inclusion.

    Subtitle: Aspects of "governance" and "government".

    While digital inclusion is a hot topic in both academia and in policy circles, little research is done when it comes to governance issues. To help filling this gap, this essay asks which mode of governance is dominant in the field of digital inclusion. What aspects of governance "governance" or "government" is the dominant in the field of digital inclusion, and is it possible to see any difference in how the state governance is described by the government and perceived by other actors? To answer this overarching question, two sub queries are formulated and analyzed. First, what aspect of "governance" or "government" dominate when state governance of the area are examined based on how the government describes it? Second, what aspect of "governance" or "government” dominate when state governance are studied based on how the perceived by other actors and stakeholders active in the field. The government’s policy document "IT i människans tjänst - en digital agenda för Sverige" as well as a series of interviews are analyzed with help of ideal typical descriptions of governance and government. The delimitation of the relevant documents would be natural since it is the latest document in the field and a comprehensive approach is presented. Equally natural is not the selection of actors, but these are either prominent in the area or outside to a large extent. The results show that governance is dominant both in the official policy documents and statements, and in stakeholders perceptions of the field. However, there are interesting differences between the government and stakeholder views. Judging by the stakeholders views, authoritative and hierarchical processes within the state are more prominent than official statements might suggest. Possibility of further research is to study the EU's policy or regional digital agendas.

    This chapter begins with a macro-level analysis of post-Cold War attitudes to European Community integration within the CEE countries, and examines the extent to which these attitudes reflect differences in character and pace of progress towards democratization. It then turns to micro-level analysis of public opinion survey data for answers to three issues: the state of CEE public opinion about European integration in general and about EC membership in particular; the identity of groups favouring or opposing EC membership; the extent of nationalism and xenophobia in the CEE countries, and their likely impact on support for EC integration.

    The Stalinist and neo-Stalinist system of government was imposed on Eastern Europe by the leading member of the Soviet bloc. It was a centralized and authoritarian system that was capable of transformation only within boundaries defined by the ruling communist parties. The revolution of 1989-90 was a byproduct of a permanent legitimacy crisis in Eastern Europe compounded by a series of serious political and economic mistakes. In the aftermath of the anti-communist revolution, a new process of evolution away from the Stalinist system has been entered upon, in which the party systems of Eastern Europe have undergone profound change, as new cleavages have appeared and old cleavages have reasserted themselves.

    Abstract [en]

    A fifty-year period of tranquility in the Scandinavian party arena was broken in 1970 with the success of the Finnish Rural Party and the Swedish Center Party. Three years later, Denmark and Norway witnessed the break-through of heretofore unknown parties: the Progressive Party, the Center Democrats and the Norwegian Anders Lange's Party. Social Democracy consistently came out as the big loser.

    This paper focuses on party system stability and its correlates in postwar Scandinavia. What was it that the losing parties failed to adapt to: changing social conflict structures, changing political realities or both?

    The data from all four countries concur in highlighting the importance of the political as opposed to the sociological. The social changes which manifested themselves in the early '70s, most notably the decrease in class voting, were not dramatic enough to undermine the class character of the party systems. Even the new arrivals make sense in a left-right perspective. The drop in class voting was an asset to whatever party knew how to take advantage of it; and the realigning elections in the early part of this decade testify to the unwillingness rather than the inability of most parties to do so.

    Undersökningar kring valet 2010 visar att det politiska förtroendet ökar i Sverige[1]. Trots det ökade förtroendet gör Sverigedemokraterna entré i Riksdagen, sannolikt framröstade av väljare som hyser missnöje mot de sedan tidigare etablerade partierna. Trots det ökade förtroendet etablerar sig radikala och extrema partier runt om i landet. Till vänster finns t.ex. Rättvisepartiet Socialisterna i fullmäktige i Haninge och Luleå, en utbrytargrupp ur partiet finns i fullmäktige i Umeå. På högerkanten finner vi Nationaldemokraterna i fullmäktige i Nykvarn och Södertälje och Svenskarnas parti i Grästorp. Utöver detta kommer och går problem med radikal politisk brottslighet på olika håll i landet. Det handlar då framför allt om vitmaktgrupper eller autonoma grupper i olika skepnader[2]. Politisk våldsbejakande extremism lockar framförallt till sig unga människor. Även om en stor majoritet av Sveriges unga tydligt tar avstånd från politiskt motiverad brottslighet, visar studier att den politiska extremismen har ett stabilt fäste i landet och är något vi måste ta på allvar. I detta kapitel redovisas vad som hänt på två orter som fått omfattande problem med våldsam politisk extremism på högerkanten. Utifrån resultaten diskuteras vad som lockar unga människor till extrema rörelser, hur de kan komma att engagera sig och vad som kan motivera dem att lämna dessa rörelser igen. Avslutningsvis förs en diskussion om hur vi kan arbeta för att skapa och förstärka tilltron till demokrati i samhället – ett uppdrag som måste tas på allvar varje dag.

    Denna bok behandlar chefskapet i landstingen ur ett genusperspektiv. Några resultat som framkommit visar, att de största skillnaderna mellan de kvinnliga och de manliga chefernas situation står att finna i hemmasfären. De kvinnliga cheferna förefaller leva ett mer jämställt liv med sina makar än manliga chefer gör. Vidare framträder tecken på att kvinnliga och manliga chefer har tillgång till och bygger olika typer av kontaktnätverk, vilket i sin tur kan påverka deras förutsättningar att bli framgångsrika i sitt jobb. Bland andra intressanta resultat från studien kan nämnas att kvinnliga och manliga chefers villkor och arbetsförutsättningar är olika så att de på grund av sitt kön ställs inför olika krav och förväntningar om hur de ska uppträda i sin chefsroll.

    The paper contains a practical case description of a program for women with ambitions to advance in leading positions in the Swedish higher education system. The program, called IDAS, was based on a national network including approximately sixty women with interest in academic leadership and occupying leading positions on different levels in the Swedish Academia. The network is hosted by The Association of Swedish Higher Education and gathers in two day seminars twice a year since the year 2000. For four years, 2003-2007, the IDAS-program was carried out based on grants from The Council for development of government workplaces in Sweden. The project included different kind of activities to Identify women candidates, Develop their skills, make it easier for women to Advance and to Support them in academic leadership. The idea of IDAS came from the United States but was transformed and implemented in a way adjusted to fit Swedish conditions.

    The first aim of this thesis is to descriptively identify and chart the activities of the strategic intelligence and environmental scanning that take place at the regional collaboration network Regionförbundet Örebro. This identification is essential in reaching the comprehensive and primary aim of the thesis: to discuss, through normative discourse, what the options of improvement are and in which ways systematic operations can be integrating parts in the organization. In order to offer guidance of development from the perspectives of environmental scanning, the question at issue has emanated from activities concerning the present methods of working at Regionförbundet Örebro.During the creation of this thesis, several interviews have been made with people who are regarded to be key roles within the regional collaboration network. An analysis has been made, based on governing documents and answers from the interviews, where possible improvements of the business have been identified. The inferences become parts of a greater potential of amelioration since they are presented as active solutions and proposals that can be directly adaptable to the organization.Our proposals of improvements/ameliorations are constituted by a number of concrete/explicit points such as: a wider public information supply and an introduction of several annual routines and methods.

    Party membership and state subsidies: a comparative study2009Doktoravhandling, monografi (Annet vitenskapelig)

    This thesis tests the hypothesis that increasing state subsidies to political parties cause a declined party membership. The theory that predicted this development was constructed by Epstein in 1967 and presented in his book Political Parties in Western Democracies. The theoretical propositions have been debated by political scientists since then, but no thorough test has been conducted.  In order to test the hypothesis state subsidies data and party membership data was collected for the national parties from eight states. The data was then analysed by use of the panel data models. Panel data models make use of the regression analysis technique. Examples of specialized such models are analysis through the fundamental parameter of change, first differencing and pooled analysis. The results provided by the models proved to not give a straight answer. Instead, the results pointed in different directions.  The most likely interpretation of the results is that increasing state subsidies to political parties does not cause a decline in party membership. To validate such a result would require that most of the results pointed in the same direction. Thus, the hypothesis of the investigation should be considered falsified. Instead the focus of future studies should probably be directed at the supply side of party membership. When party membership decline is explained by the supply side this means that the decline is explained by people stop having motive to become party members. However, it is important to remember that other interpretations of the results are possible as well.
