Abstract [en]

While e-government is well-established in many developed countries, it looks new to many least developed countries despite the fact that they have been using ICTs for decades. By using examples from a case study in Rwanda, the current study aims at contributing to existing efforts for minimizing risks of users to reject e-government systems in LDCs through proposing critical success factors for an improved implementation of a user-centered usable e-government. The study followed an interpretive case study approach to investigate a Rwandan government major development effort aiming at digitizing 100 e-government services. Data was collected through participatory observations in the period of August to December 2015. Data has been analyzed using literature on usability and user-centered design in egovernment. The findings suggests that the adopted public-private partnership (PPP) approach to e-Government implementation in Rwanda provides opportunities to achieve a user centered egovernment, and that user involvement in early stages would help to avoid basic flaws and increase users 'confidence and trust, and decrease their likelihood to reject e-government systems.
