Syftet med uppsatsen är att undersöka LSS-handläggares upplevelse av hur barn somomfattas av LSS får sin självbestämmanderätt beaktad i enskilda beslut. Upplevelsernainnefattar det praktiska arbetet kring lagstiftning samt att ta hänsyn till barnets tankar ochåsikter. Uppsatsen bygger på intervjuer med sex LSS-handläggare. Utifrån en tematisk analyshar vi analyserat uppsatsens resultat med teorianknytning till makt, begreppethandlingsutrymme från Lipskys teori om gräsrotsbyråkrater samt Shiers delaktighetsmodell.Resultatet visar på såväl positiva som negativa aspekter. De positiva aspekterna är attLSS-handläggarna alltid använder sin makt för att i största möjliga mån möjliggöra barnetssjälvbestämmande praktiskt i utredningsprocessen oavsett om det är att prata direkt medbarnet, med vuxna eller genom andra arbetssätt. Trots svårigheter i kommunikation ochavsaknaden av fungerande hjälpmedel säkerställer handläggarna barnets delaktighet genomatt lyssna till och delge barnet information samt höra barnets vårdnadshavare vilka har godinsikt i hur barnet fungerar och dennes behov. De negativa aspekterna är LSS-handläggarnasavsaknad av tid och resurser till att bland annat träffa barnen. Det ligger även ett betydandeansvar på varje enskild handläggare att använda sig av det befintliga handlingsutrymmet somfinns inom verksamheten för att vid varje tillfälle beakta barnets självbestämmande ochdelaktighet i utredningsprocessen. Begränsningarna i handlingsutrymmet kan ses vara tillföljd av bristande kommunikation mellan handläggare och barn och LSS-handläggares högaarbetsbelastning som delvis är en effekt av otillräckliga resurser inom verksamheterna.

The purpose of the essay is to examine LSS caseworkers' experience of how children coveredby LSS have their right to self-determination taken into account in individual investigations.The experiences include the practical work around legislation and taking the child's thoughtsand opinions into account. The essay is based on interviews with six LSS case workers.Based on a thematic analysis, we have analyzed the essay's results with theoreticalconnections to power, the concept of room for action from Lipsky's theory of Street-levelbureaucracy and Shier's Pathways to Participation model. The result shows both positive andnegative aspects. The positive aspects are that the LSS caseworkers always use their power toenable the child's self-determination practically in the investigation process to the greatestextent possible, regardless of whether it is talking directly to the child, through adults or othermethods. Despite difficulties in communication and the lack of working aids, the caseworkersensure the child's participation by listening to and sharing the child information and hearingthe child's guardians, who have great insight into the child's functions and needs. Thenegative aspects are the LSS caseworkers' lack of time and resources to, among other things,meet the children. There is also a significant responsibility on each individual caseworker tomake use of the room for action that exists within the operation in order to take the child'sself-determination and participation into account in the investigation process at everyopportunity. The limitations in the room for action can be seen as a result of a lack ofcommunication between caseworkers and children and LSS caseworkers' high workload,which is partly an effect of insufficient resources within the operations.
